APSC Assistant Engineer New Notification 2023 Out! The Assam Public Service Commission has released the notification for Assistant Engineer recruitment under the public health Engineer department of Assam. A total of 81 vacancies have been released for recruitment as per advt 28/2023. Candidates applying for the recruitment should have a B.E. in Civil Engineering. 

• Candidates can apply from 3rd November to 2nd December 2023
• The Minimum age limit is 21 and the maximum age limit is 38
• the pay scale for the APSC AE Recruitment 2023 is INR 30,000/- to 1,10,000/-

The vacancies for the currently ongoing Assistant Engineer recruitments have been given below as per the department.

APSC Assistant Engineer Eligibility

Assam Public Service Commission has given the detailed eligibility criteria for the post of Assistant Engineer. Candidates applying for these 67 vacancies must ensure that they are fulfilling all the eligibility criteria mentioned in the official notification. The eligibility criteria are categorized as age limit, educational qualification, and nationality of the candidates. Read further to know more.

Nationality

• The candidate must be a permanent resident of Assam as per the details given in the advertisement.
• The candidate must also have a PRC issued in Assam as proof of residency.

Age Limit 

• Minimum age: 21 years
• Maximum age: 38 years

The above-mentioned age limit must be satisfied as of 1st January 2023. However, there are certain relaxations on the upper age limit given in the APSC AE Notification. 

Note: APSC will calculate the age on the basis of the Matriculation /HSLC Admit Card/ Certificate issued by a recognized Board/Council. To know more, please refer to the official notification. 

Educational Qualification for PWRD & PW(B&NH)D Department

i) Bachelor's Degree in Civil Engineering from an Indian or foreign University recognized by the Government.

OR

Passed Part A and B of the Associate Membership Examination of the Institution of Engineers (India) and possess a certificate to that effect from the Institution of Engineers (India) only.

ii) Degrees obtained through Distance mode of education will not be eligible.

iii) Apart from English, the candidate should have adequate knowledge of at least 1(one) official language of the State of Assam (i.e. Assamese/Bengali/Bodo) except candidates belonging to Karbi Anglong Autonomous Council and Dima Hasao Autonomous Council.

Educational Qualification for the Water Resources Department

• Candidates must have a Bachelor's Degree in Civil Engineering from a Government Recognised University/Institute approved by AICTE. 
• Distance mode of education will not be accepted. 

Educational Qualification for Directorate of Municipal Administration

• Candidates must have a Bachelor's Degree in Civil Engineering from a Government Recognised University/Institute approved by AICTE. 
• Distance mode of education will not be accepted. 

APSC Assistant Engineer Application Process 2023

To apply for the APSC Assistant Engineer positions in 2023, candidates are required to follow the online application process through the APSC's recruitment website. Here are the steps to apply:

Step 2: Click on the "Register Here" link to create an account if you haven't registered yet. Complete the One Time Registration (OTR) process by providing basic details.

Step 3: Log in to your account using the credentials.

Step 4: Fill in the One Time Registration details, including personal information, educational qualification, and work experience, and upload a recent photograph and signature.

Step 5: Read the eligibility criteria and other relevant details carefully before applying.
In the Applicant Section, click on the Apply Section link to access the application form.

Step 6: Fill in all the required details in the application form, including the details of documents such as certificate number, issue date, and issuing authority.

Step 7: Upload the necessary documents as mentioned in the application form.

APSC Assistant Engineer Application Fee

Candidates have to pay the application fee or else their application will be rejected. The APSC AE application fee can be paid via Treasury Challan or via an online mode of payment. Here is the fee for various categories as mentioned in the official notification. 

APSC AE Selection Process 2023

Assam Public Service Commission will issue a corrigendum later regarding the selection process for the Assistant Engineer post in the latest recruitment. It is stated in the notification that the commission will decide to conduct the examination or test zone-wise as per the number of candidates against the districts given below.

A. General Studies

• Current Events of National & International Importance.
• History of India & History of Assam.
• World Geography including India & Assam.
• Indian Economy, Indian National Movement.

B. Civil Engineering

Structural Engineering:

• Engineering Mechanics: Simple stress and strain; analysis of plane stress and plane strain; Mohr’s circle of stress and strain; bending moment and shear force; simple bending theory; flexural and shear stresses; columns and struts; uniform torsion.
• Structural Analysis: Determinate and indeterminate structures; analysis of beams, trusses, arches, cables, and frames; deflection in beams; moment distribution method slope deflection method; conjugate beam method; rolling loads and influence lines.
• Construction Materials, Practices, and Management: Building materials- stone, sand, timber,’ bricks, cement, structural steel, paint~; concrete, technology cement its properties, classification and specification, provisions in I.S. code, properties of coarse and fine aggregates, production of fresh concrete, concrete mix design; detailing of walls, floors, roofs, ceilings, doors and windows, staircases; construction management; types of construction projects; Rate analysis and standard specifications; cost estimation; project planning and network analysis- PERT and CPM.
• Design of Concrete Structure: Working stress, limit state, and ultimate load design concepts; design of simple and continuous beams, slabs, columns, footings; principles of prestressed concrete design, materials, methods of prestressing, losses in prestressing, anchorages
• Engineering Surveying: Classification of surveys; principles of surveying; scales; errors and their adjustment; distance and angle measurement; leveling and trigonometric levelling traversing and triangulation survey; total station.

Water Resources Engineering:

• Fluid Mechanics and Hydraulic Engineering: Fluid properties and definitions, fluid statics- hydrostatic pressure, measurement of pressure, pressure on submerged surfaces, buoyancy; fluid kinematics; continuity momentum and energy equations applicable to fluid flow; viscous flow; flow in pipes; pipe networks; the concept of boundary layer and its growth; dimensional analysis and hydraulic similitude; open channel flow- uniform flow, energy-depth relationships, specific energy, critical flow, gradually varied flow, hydraulic jump; basics of hydraulic machines- pumps and turbines.
• Hydrology and Flood Management: Hydrology cycle; precipitation; evaporation; evapotranspiration; infiltration; watershed; Runoff components; hydrograph and its components; unit hydrograph; stream-flow measurement; the occurrence of groundwater; soil-water relationship; aquifers; application of Darcy’s law; the yield from wells for confined and unconfined aquifers; flood estimation- rational, empirical and unit hydrograph methods, design flood, Flood routing- definition, reservoir routing and channel routing; flood damage mitigation and river training works; dams and embankments- elements of gravity, arch and earth dams.
• Irrigation Engineering: Crop water requirements; duty; delta; estimation of vapor-transpiration; types of irrigation systems and irrigation methods; design of lined and unlined canals; heads works; design of weirs on a permeable foundation; waterlogging and drainage; canal regulatory works- cross drainage structures, outlets, and escapes.

Environmental Engineering:

• Water Supply Engineering: Water uses; quantity requirements; sources of water-surface and subsurface sources and their characteristics; water quality; drinking water standards; treatment of water-sequence of treatments, aeration, sedimentation, coagulation and flocculation, filtration, disinfection, hardness, and chemical softening, base exchange process; principles and methods of design of distribution systems.
• Waste Water Engineering: Quantity of sanitary sewage; sewerage systems and their design principles; sewer construction materials; sewer appurtenances; characteristics of domestic sewage; waste-water treatment methods and their sequence, preliminary treatment, primary: treatment, secondary treatment; waste-water disposal
• Introduction to air pollution, noise pollution, and solid waste.

Transportation Engineering: 

Highway alignment and engineering surveys; Geometric design of highways- cross-sectional elements, gradients, super-elevation, camber, sight distances, horizontal and vertical curves, transition curves, grade separations; highway materials- desirable properties and quality control tests; pavement design-types of pavement, design factors for flexible and rigid pavements, Indian Road Congress method of design; traffic engineering- traffic volume studies and characteristics, speed and delay studies, origin-destination studies, parking studies, traffic accident studies, traffic capacity, traffic signs and markings, traffic signals and its classification, traffic channelization islands and its design, road intersections, traffic rotary, and its design.

Geotechnical Engineering:

• Soil Mechanics: Origin of soils; soil structure and fabric; three-phase system and phase relationships; index properties; identification and classification of soils; permeability- one-dimensional flow, Darcy’s law; seepage through soils two – dimensional flow, flow net- its construction and uses; seepage through homogeneous earth dam with and without filters; compaction in laboratory and field conditions; one-dimensional consolidation; the time rate of consolidation; shear strength of soils; stress at a point; Mohr’s stress circle; soil stabilization.
• Foundation Engineering: Types of foundation, selection criteria; earth pressure theories- Rankine and Coulomb; stress distribution in soils- Boussinesq’s and Westergaard’s theories; shallow foundations- Terzagbi’s and Meyerhoff’s bearing capacity theories, effect. of the water table, combined footing and raft foundation, contact pressure, settlement of foundation in sand and clay; deep foundations- types of piles, dynamic and static formulae, load capacity of piles in sands and clays, pile load test, negative skin friction.

APSC AE Exam Pattern 2023

The APSC AE Exam Pattern 2022 will be released soon by the commission. However, candidates can check the expected exam pattern for the APSC AE below. The first stage of selection will be the Screening Test. This test will consist of objective type multiple-choice questions. The total questions will be 100, carrying one mark each. Candidates shortlisted in the Screening Test are called for the APSC Assistant Engineer Interview round. As per a recent notice on Advt No. 22/2022, the APSC Assistant Engineer Interview Date for Civil posts are announced.
